Bicycle and Pedestrian Master Plan Description (04/24/09)

Parks and Recreation Master Plan

The City of Easley has selected a consulting team consisting of Alta Planning + Design, Kubilins Transportation Group, and Hill Studio  to work with the City in development of a city-wide Bicycle and Pedestrian Master Plan. It is anticipated the project will get underway in late April, 2009. 

It is expected that this master plan will become a strong planning tool for the City of Easley and that it will facilitate the orderly development of both pedestrian and bicycle modes of transportation.   

The plan is expected to:

  • Guide the City in creating a lasting pedestrian and bicycle transportation program;
  • Identify convenient and on-street and off-street routes for pedestrian walking/jogging and bicycling to important nodes and destinations;
  • Identify connections to other nodes of transportation;
  • Address the needs of all ability, age and skill levels;
  • Promote safe bicycling and enhance bicycle safety  

BACKGROUND INFORMATION

In September, 2008 Mayor Bagwell established a committee to make the City of Easley a ‘Bicycle Friendly’ Community.  From that declaration an advisory committee was developed including members of the City of Easley’s Recreation Committee, as well as several members from the Easley community.  Since September, the City decided to include pedestrian connectivity as well since many of the benefits of walking and bicycling overlap.  The committee is very enthusiastic about this project. The consultant team will meet with the entire seven person advisory committee and the public on several occasions to gather information, ideas, and ‘brainstorm’ with members of the Committee, to update the Committee on findings, progress and plan future steps.  These meetings will be open to the general public unless they involve contractual matters.  It is envisioned the selected consultant will make a presentation of the final draft to the entire Easley City Council. 

SCOPE OF SERVICES

  • PHASE 1 – Identify Community Goals and Objectives
  • PHASE II – Identify Existing Pedestrian Deficiencies and Future Needs
  • PHASE III – Bicycle Lanes and Proposed Routes
  • PHASE IV – Financial Resources and Funding Overview
  • Phase V – Implementation Plan 

Two public meetings will be part of the plan process. The project is expected to be complete before the end of 2009. Updates on the project will be available on the bikeeasley.com or walkeasley.com web pages
